Job Description
Job purpose / role:
To provide support in the supervision, coordination and Esurance of the application and implementation of the data components of the Anti-Fraud Strategy, the Anti-Fraud Technology Strategy and the Anti-Fraud program. Support in the coordination of data related efforts with the different relevant areas of the Bank. Engage with different areas of the Bank to understand functional requirements and translate them into technological solutions to incorporate in the development plans.
Areas of responsibility:
Strategy
- Coordinates the implementation of the Anti-Fraud strategy and the associated objectives and initiatives, in relation to Anti-Fraud technology and data.
- Coordinates the implementation of the Anti-Fraud Technology Strategy and the associated objectives and initiatives.
- Proposes adjustments to the Anti-Fraud strategy and the Anti-Fraud Technology Strategy, as required.
Policies, Processes & Procedures
- Coordinates the implementation the Anti-Framework Framework /Program in relation to technology & data and develops or updates required policies and procedures for applying the program.
- Coordinates the implementation of the Anti-Fraud Policy, Technology and Data related Processes, Procedures and relevant Standards.
- Escalates to the relevant stakeholders proposed adjustments or changes to the Anti-Fraud Policies, Processes and Procedures as the Fraud landscape evolves.
Budget
- Assists in the management of the budget assigned to the Fraud Systems & Analytics section (licenses, maintenance, updates, etc.)
- Identifies and scales budget requirements for the Analytics section
- Tracks budget and expenditure plans
Day- to-day operations
- Ensures that Senior Management is constantly informed for all Anti-Financial Fraud data developments through regular or ad hoc reports.
- Coordinates data developments and plans, understands status, communicates relevant matters, escalates incidents.
- Develops coding and scripts.
- Designs databases and data points.
- Engages with different stakeholders across the Bank and the Anti-Financial Fraud department.
- Provides technical knowledge to staff in relation to data, integration, functionalities, etc.
- Supervising work and developments conducted by analysts.
- Engages with vendors and third parties as required.
Anti-Financial Fraud
- Develop data queries, statistical analysis and reports identify key data elements that can be used to monitor and Identify emerging fraud trends and analyzes behavioral patterns.
- Lead the analysis of emerging fraud trends, fraud risk criteria and high risks customer segments
- Develop and proposes necessary fraud strategies and rules to mitigate risk and loss.
- Use data queries, decision tree model, and other decision science tools to predict fraud risk, forecast fraud trends, and provide business insight
- Conducts ad-hoc reviews of different areas of the bank to identify internal fraud. (i.e. data analytics on finance systems, access security)
- Maintain an ongoing expertise on fraud landscape; collaborates closely with Fraud Risk Advisor, Threat Intelligence Analysts and Fraud Investigations to understand current and prospective fraud threat.
- Identifies and maps of all fraud-related datapoint and unification of data formats.
- Develops business requirements documents.
- Prepares and maintains Management Information dashboards.
- Prepares and maintains KRI metrics and Fraud Risk Appetite data.
- Extracts and analyses data to identify new trends and patterns.
- Defines and proposes additional controls and revised operations based on the results of the data analysis.
- Conducts optimization and adjustment of the monitoring rules and scenarios based on data analysis and new data inputs.
- Identifies and manages external sources of information for obtaining an overview of the fraud landscape and identifying fraud risks.
- Incorporates inputs from Intelligence monitoring in dashboards or reports
- Collects data from non-fraud internal systems to perform ad-hoc reviews.
- Gathers and provides specific data for the investigations team in order to conduct investigation.
- Engages with Cyber/AML to share intelligence and relevant information.
- Participate in the development of digital identify protection system and fraud detection
- Prepare fraud activity reports and conduct research of malicious activity
- Support other units with fraud analysis and investigations
- Analyze suspicious fraud events and user sessions for fraud behavior
- Analyze fraud trends and makes recommendations for fraud prevention processes
- Use a variety of tools, systems and reports to detect fraud trends
- Review accounts and transactions for potential fraud
- Consolidate, interpret and present data in reports/dashboards.
- Perform analyses on Instant Payment, debit/credit card transactions and others portfolio to identify transactional fraud patterns, and recommend courses of action to help mitigate additional related fraud and potential losses.
- Provide scheduled and ad hoc statistical analysis and summary reporting to management
- Apply critical thinking skills to recognize patterns, trends, and inconsistencies within transactional and customer data to detect, prevent, mitigate, and report potentially suspicious activity.
- Ensure proper controls are in place for the detection and prevention of suspicious activity, including the use of systems, reports, and other tools.
- Develop recommendations for additional control requirements and process enhancements.

- Stimulates subordinates and Contributes to the identification of opportunities for continuous improvement of systems, processes and practices taking into account ‘international best practices’, improvement of business processes, cost reduction and productivity improvement.
Reporting
- Prepares department reports of Riyad Bank timely and accurately to meet organization and department requirements, policies and standards.
- Prepares and submits reports to regulators timely and accurately to meet the regulator’s requirements.
People Management
- Ensures all staff have clear objectives, regular performance feedback sessions, formal annual appraisals, and individual development plans, with particular emphasis on the development of talented Saudi national staff

- Ensures compliance to all relevant safety, quality and environmental management policies, procedures and controls across the department in order to guarantee employee safety, legislative compliance and a responsible environmental attitude.

Skills Description
- Advanced knowledge of scripting languages and data bases (i.e. SQL, Python, pYSpark, R, Scala, etc.)
- Advanced knowledge in data visualization tools (Power BI, Qlikview, etc.)
- Advanced knowledge in systems architecture, databases and platform integration.
- Advanced knowledge of case management systems and platforms
- Advanced knowledge of data analysis and business intelligence
- Knowledge of Financial and anti-fraud systems and technology commonly used, including SAS, Falcon (FICO) and Cortex.
- Knowledge of project management
- Knowledge of Agile-Scrum methodology
- Knowledge of Cyber-Security principles
- Knowledge and understanding of Anti-Financial Fraud and risk management principles, regulatory requirements and relevant industry standards.
- Knowledge of Anti-Fraud regulations and global best practices. Relevant certification is desired
- Knowledge on emerging fraudulent challenges.
